Upvc Replacement For Apex. Cladding Or Complete Replacement?

Cladding may have rotten wood underneath although the tradesman said he will check if there is any rot.
Complete replacement I have been told does not have a solid base to attach the UPVC to and so may flap around and eventually drop off.
