Refurbishing A Small Patio Area In A Garden In Yorkshire

In South Yorkshire, how much would you think it costs to remove old paving/patio stones and shrubs, and replace with new stones and replant some shrubs etc. The area is about 5 metres by 5 metres at the very most, so between 20 and 25 sqm. Quotes are coming in at £4500 and £3000 so far. Still seems expensive to me. It's for my elderly mum, and I'm worried she will be ripped off. I am not near her to help. Thank you.

There's a website called neighbour next door (or something similar) - you could join it for your mum's area and ask for recommendations.
Ridiculous prices. Should be quarter of that.
