I guess you mean the "pan connector", fuggy. Easy to replace, no need to turn off the water. Although bunging the joint up with something can be a temporary solution, in my experience, replacing the pan connector is the best way. As OG says, any sort of joint fix will not last. Giz is quite right about fitting a stopcock inside the house. There should be a Water...

If you've no stop valve in the house, there will more than likely be one somewhere outside. It's usually located at your property boundary (our's is at the pavement at the top of our drive).
When you're having the work done, take the opportunity to get a stop valve fitted inside your house .... you may never need it, but think about a pipe bursting in your house when it's dark and freezing outside and water is pouring everywhere in your house ....

If it's leaking around the soil pipe then there is very little you can do. Plumbers Mait is great for what it is intended for, (creating a seal between two flat surfaces).. but useless for most other plumbing applications.
If you were to pack it with some Ultra type silicone, both surfaces would need to be very clean and dry.
By the time you buy some superior silicone you would have been cheaper buying a new soil pipe Multi connector and replacing it as The Builer states.
