Sweet Pepper

I have a sweet pepper(sweet banana). I have followed the growing instructions but it has failed to progress, it’s not dead of showing signs that it could be on the way out, it’s in a state of suspended animation. Any suggestions?

Have you checked the pH of the soil? It needs to be slightly acid:
