Knock off any high points then plaster.

It can also be removed with a steam wallpaper stripper, a bit messy though.
Plaster over it.

I would think that a wall being Artex covered, would make me suspicious of what is underneath!
What the Builder said. If you do knock off any bits that stick out a lot just be careful as some artex used to contain a small amount of asbestos up until the 1990s I think it was.
Artex is the plasterer's equivalent of woodchip wallpaper. Both just as terrible to look at and both just as difficult to remove. IMVHO of course.
Mexican - it was also fashionable.
