Workmen Putting Pipe In Pavement

there were some men just outside our house this morning digging a big hole and then they put a large black and white pipe in but they would not tell me what they were doing they just tidied up and drove off, they did not have any company names on their jackets or any name on the van so I don,t think it was water or gas, the pipe was around the size of an old chimney pot and it was a square shape round the black end ,anybody know what it is?

Was it anywhere near where you're pavement stop-tap is?
It could be contractors fitting a meter pit for future water-metering.
Just a guess, as that has happened to people I know.

If you are sufficiently interested in finding out what this is about you can phone your local council (roads/works department ?) and describe the incident. Make sure you ask them to call you back if they can't give you a plausible answer and also make sure you note the date, time and names of those you have any substantive conversation with. Personally, I find this quite a curious event and hope you will update here with anything you discover. The men will almost certainly have been contractors but for whom is of course a mystery.

Following Karl's response you could argue that if a bunch of anonymous men turn up, bury something in the pavement and refuse to tell you what they are doing they should be reported to the council anyway.

Black is usually sewage, never known black and white pipes before.
