Hire a chainsaw.
Take it to a saw mill.
Not long ago i bought one of those 'Scorpion' saws (made my a well known manufacturer). They're about �60 and worth every penny. I've lost count of the amount of jobs it's made easier for me. You get a hacksaw blade, and a slim jigsaw blade as well - so you can cut metal and curves too. I'm sure it would make short work of railway sleepers. Get some goggles though, cos you don't want splinters in your eyes. Safer than a chainsaw in my opinion, as you have complete control on the speed of the blade, so there is less chance of it kicking back on you.
USE A CHAINSAW WITH A TUGSTUN TIPPED CHAIN IT WILL GO FOR EVER AND NEVER NEED SHARPENING.IT WILL CUT THE HARDEST OF SLEEPERS DOWN THE END GRAIN
