You were concerned that your consumer unit was last checked in 2009.
That means that although it wouldn't necessarily be smack up to date with the latest regulations (few of them are), it's still a good sign.
It's not a "service" exactly, as with a car, it probably refers to the last time the whole system had an EICR (electrical installation condition report.)
The advice is that, for domestic use, have an EICR every 10 years.
