If it's really that bad, I would first suggest getting your dog's urine tested. Is there an infection?

If it is as bad as that, either you have a very small garden or a rather poorly dog. Have you been to see the vet about this? Otherwise:-
douse area with water ; douse the area with vinegar mixed with water.
After that, I can't think of anything else. Dousing with Chanel No.5 would come a tad expensive. :(

PP, does bleach not contain Amonia? It might smell enough like dog pee to encourage the dog to pee even more.
