I have a twin immersion heater - one of economy 7 which has never worked and I have to switch the water on for 2 hours to have a bath - which is bad but okay - however if I do the same to have a shower I will only get 2 minutes of hot water thehn it will turn cold. Any ideas of what is going wrong?

Sounds strange. Maybe the shower is powered seperately. If you have turned an immersion heater on and you are using that to shower with, then you should get a lot of hot water. I would suggest your water is coming from another electrical unit and it is not working properly. I have an immersion heater and it takes about 1.5 hours at this time of the year to heat up to have a hot bath. We had a shower that worked from the electric from a different power source. Has the shower got a unit on the wall with switches?

To give you cheaper hot water find out how to turn on the economy seven immersion heater or have it replaced if not working.

If you have a mixer shower it could be leaking internally from the cold or it could have a cold supply from the mains giving unbalanced pressure instead of from the tank also supplying the hot water cylinder. The hot outlet could also be scaled up.
