damp

in my house there are parts of the wall where paint flakes away and n bathroom there is mould on my wall is this damp?

Well it is damp from the use of the bathroom at least. Tiling is best for bathrooms and a ventilator is essential. Difficult to control at this time of year. Damp from other parts could be a building problem or just poor ventilation. Mould is a fungi and needs damp and stagnant air to grow.
It depends what it looks like. It sounds like it could be condensation in your bathroom, not damp. rising damp can only actually rise a couple of feet from the ground. If it is black and speckly, it is condensation, in which case you need to get some ventilation in.
Rising damp is only one potential problem. A leaking roof, guttering, porous walls, leaking baths and internal pipework etc. can all produce mould higher up just as well as the usual condensation.
