Bedroom wall condensation

I regularly get condensation on the bottom of the bedroom walls. An expert has said it is condensation and not damp. I have cleaned the walls and ran a de-humidifier for over a year now and the black mold still comes back. Anyone any knowledge or solution. The room is double glazed, one radiator, one air vent and is on an outside wall. Please help.

This year I have put a little humidifer in the wardrobe and so far I have not seen it. I am surprised the humidifier didn't help. I will keep an eye on your replies out of interest to see if anyone comes up with a solution. Good Luck!
