I have a Street sign attached to my house, which is very difficult to read what it says, as it it so faded and weather beaten. anyway who's responsible for the up keep of the sign? is it mine (i own the house) or the councils?

It has probably been fixed there by the Highways Department of your local borough council, or your local Parish Council, depending on which area you live in. If you contact them and explain the situation they will probably arrange to renew it. I am unsure whether they should have asked first for permission to fix it there in the first place but perhaps you purchased the house from a previous owner who had agreed to it. Anyway, I doubt whether you'll be able to charge them rent fot it but you might at least end with a new street sign.
