Stop damp on internal walls

I have a bedroom to decorate but it has always had a problem with damp coming through the walls. Is there something I can put on the walls prior to decorating that will stop the damp?

make sure the wallpaper paste you use contains a fungiside and the room has adequet ventilation.

ps another thought just occurred to me. If guttering or drain pipes become bloked, dampness can come through the wall
Is it coming through or is it condensation, if the latter you can buy polystyrene paper for pasting to wall, then put a quality paper on top. I know it sounds as if you can put your finger through it bu one of my friends has done it for years with no probs.
