This defines the efficiency by which the boiler converts the fuel into hot water - A being the best. Not sure about other parts of the UK - may be the same. With very few exceptions, only condensing boiler achieve this efficiency. Look for the SEDBUK number - every boiler has to have one. A combi is a type of boiler that provides hot water as it is demanded - it doesn't put hot water into a storage cylinder like a conventional boiler. You can have condensing combis and condensing conventionals.
That is true - the same situation applied to me. Its the date that Building Regs approval was originally granted that is important, not the date of boiler installation or final sign-off of the house. Whether you wish to push for a condensing boiler is your call, but your builder may want to charge a bit more because they are more expensive. In the long term it will save you energy (money) but the reliability of them is unproven - there is more inside them to go wrong.
