Is the such a thing as a hollow back skirting board that can be fixed over existing skirting boards instead of ripping them off and lifting floors etc?????

You don't need to lift floorboards to get rid of existing skirting boards, usually.

They sit on top of the floorboards, nailed to the wall.

If they are in a bad state, do a proper job and replace them. It will be worth it.

I have wooden floor up to the skirting boards, and i don't want to damage the floor, and to be quite honest i can't be bothered with all the mess.

Are you sure, that sounds very odd. Skirting board is normally put on after the floor is finished.

Anyway, yes, there did used to be, but I've not seen it for years. Remember it would have to be a lot bigger than your existing skirting board. You could perhaps get a normal sb modified by routing (cutting) out the back. Try asking a local, proper carpenter.
