What you have almost certainly got is age degradation of the plastic (the plasiciser is an ingredient of vynil which can leach out over time, and/or be degraded by chemical attack (soap/hair dye ingredients) and/or sunlight - discolourisation is the result.
Bleaching (another major chemical attack) MIGHT work to whiten it, but will be detrimental to the fabric. Get a new one - and, after every shower use, rinse the curtain down with the shower, don't just leave the suds or whatever to dry - prevention is better than cure!.
