Daffodil bulbs are very hardy so whilst some are indeed planted by the Local Authority and/or Local residents others have simply been discarded and grown where they have been thrown.
Daffodil bulbs are also planted by Round Table clubs and Rotary clubs as well you don't actually have to dig a hole just get a tool like a dibber to make a hole in the ground and drop the bulb in then squash the soil back over it , they are usually planted on round abouts and the approach to towns but they last for years and they spread quite well
