Water Meter

I am buying a 2 bed town house built in 1997 but the vendors have said it does not have a water meter. I thought all property built after 1991 had to have one or are there exceptions??

Also if i was to have one installed how much should i expect to be paying per month? I will be living alone and having average use. Thanks.
