I'm not sure what your question is? If you want to exchange with another council or housing assoc tenant you just go to your nearest council housing office and look through the Exchange Lists - they have books with pages and pages of every council in England with the properties that people want to swap, with a description and the names addresses and phone numbers of the tenant, you just pick the ones that are right for you and then get in touch with them.
