I am tortured with drafts coming from my underbuildings- what can I do about this

If you mean the space between ground floor and the ground itself then you could consider getting polyurethane foam sprayed onto the underside of your floor. For this to be possible there must be sufficient room to move about under the floor. The result could be a full seal of draughts (unless they come up the walls, in which case you can have that gap filled with a different type of foam) and very beneficial insulating effect as an added bonus.
