Does a basement have to be built before the house is or can you put one in after?

Do you mean a cellar?
whats the difference between a celler and a basement?
Is it the same as a sofa & a settee ?
The engineering involved to do this would be incredibly expensive - possibly as much as the value of your home, its a huge task. If you tried to do it without the proper know how, structural engineering advice or diy you would no doubt have your house fall down around your ears and possibly those of your neighbours if you have any!
As far as I know a cellar is accessed from inside the house a basement has a door and windows, would not have thought it practicle after a house has been built though.
Should have said a basement also has steps going down to it externally.
Here is an excellent article that answers all your questions:

Cheers Ethel, perhaps when im rich I can have one.
A bungalow just down the road from us had a basement retro-fitted. Very impressive engineering but a major upset to the property.
