Rendering exterior painted wall

The exterior walls of our house are prone to damp seeping through in very wet weather. We thought the solution might be to have them rendered. So far we have had two quotes: as the bricks are currently painted one guy suggested fitting expamet lath to give the render a key, the second guy suggested sand-blasting the paint off before applying the render. We don't know what to do for the best and would appreciate some advice.

I would suggest removing the paint only, you will probably find that this will cure your problem. It may be that damp is getting behind the paint and not drying out. I really do not think that the help.

Before spending any money investgate the source of the water first. Direct seepage from the outside brick is unlikely unless your wall is only one brick thick. When in doubt (about water , at least) look up. Faulty roofing or leaking gutters may be allowing water to be diverted against the upper part of a wall. There are two basic rules to remember when finding or repairing leaks. 1. water runs downhill 2 water can not be stopped, only redirected. Good luck.
