where can i get cheap yet effective hedging around 1.5 metres high, evergreen if poss

1.5m is quite big for hedging plants. Go to a good nursery rather than a garden centre as there will be a big difference in price. Don't know where you are but Buckingham Nurseries are very good. Otherwise plenty of grower nurseries throughout UK

What about Lavender... B&Q do packs of it for hedging...It's evergreen and you get scent and flowers in the summer.. I've got some, and I'm very happy with it..
Not seen a 1.5m lavender hedge before!!!

If you are looking for this as a wind-break for the vineyard then choose a plant that will allow a certain amount of air through as a total barrier will be no good.

Try a specialist shrub nursery for hedging plants. Just stick hedging plants into google and you will find loads.
Don't be tempted to use conifers-they establish very quickly but end up taking over the place and draining all the moisture!
