What are these and how do I get rid of them ??

I have a sunked bbq area in my garden which is surrounded by wooden railway sleepers. Over past few months have noticed wasp-like insects burrying their way between the sleepers and depositing piles of sawdust on the floor. There dont seem to be huge numbers of them - not like normal wasp nests but they are enough to stop me using the area.
Had council pest control out who sprayed with powder - but they are still going strong ! On closer inspection, they have slightly different markings to wasps but are still very yellow and black. Bodies are longer and flatter too.
Any ideas anyone ? I want to use my bbq !!

hi if this is the same as what I had they are called potter bees looks like a wasp but are thinner they live in concrete wood and edges of pavments you will see them flying home usually with flies in between their legs,they are individuals they seem to bury in one hole they dont seem to share like a nest, they dont attack like wasps they are only interested in collecting food for them selves Unfortunatly the only way to eradicate them is take up the sleepers and flush them out I tried allsorts boiling water chemicals powder, /in the end I dug the area where they were and re concreted area they have not come back this year.
