I am on a really tight budget and needing to rent a small flat ... can anyone give me an idea of what they are paying per month for their water, gas & electric ... preferably people that live on their own and are out 9-5 mon to fri .. i need to work out if its viable on my budget before i commit to a flat ...

Well I live in a small house but live alone and am not in between 9-5 monday to friday so it may give you a rough idea. I have gas central heating but everything else is electric.
My gas and electricity are both on card pre-pay meters. Electric I put �5 per week - I use a few appliances, the TV is always on if I'm in, as is the computer and 1 light.
Gas at the moment �10-15 as it's winter and cold - a lot less in the summer when there is no heating on, maybe �5.
Council tax (including 25% discount for living on my own) is �60 per month.
Water is about �12 per month (i'm on a meter if that makes a difference)
TV Licence is �35 per quarter.
I can't think of anyothers at the moment, only house insurance but that depends what you are insuring and phone but you probably don't want one!

When we lived in a flat, we had no gas, just electric, and extremely inefficient "storage" heaters (i think they stored cold!). We paid about �35/month for electric.
Water was �10ish a month, not metered.
TV about �12 a month.
Landline phone �10ish a month, depending on calls etc.
Internet �15ish a month. These are luxuries I suppose, so wouldn't be necessary.
Council Tax �65ish/month. That's probably your biggest consideration, and can get you into trouble if not paid.
If you get a good landlord who's bothered to put in decent appliances, then electric/gas might be a little less because your home will be more energy efficient.
I like to have a card meter for the electric, as you can see what you spend, and it contributes to your considerations about using less energy.
