I live in a one bedroom 'starter home'. The only heating I use is a fan heater in the living room (which is usually either off or on the low, 1KW, setting). The only other thing I've got which 'eats' electricity is the immersion heater. I cook with gas (my last quarterly bill was �3!) or using the microwave. I hardly use any lighting. (For example, the only light I've had on all evening has been the 25W desk lamp next to my computer). Despite all of that, I'm still paying �18 per week for electricity.
To be fair, I'll soon be well into credit on my account. However, the actual cost of electricity used for the 'autumn' quarter (28 Aug to 27 Nov) was �137.84 (i.e. about �46 per month).
�70 per month equates to �840 per year. If you don't use any gas, that's under the current national average fuel bill, which (for electricity and gas combined) is just over �1000. If you're in a bedsit, your electricity bill is high. However, if you're in a large detached house, heated by electricity, it's extremely low. (Many people, in such properties, pay �100 to �150 per month for fuel).
