traffic congestion

I live next to a private care home who wish to build a block of twenty two flats for OAP and parking places for 21, the cul-de-sac road is very narrow with only one pavement, it can barely sustain the traffic and parking at present, is there any way of objecting due to possible congestion?

You can object for any reasonable reason you like once the Home apply for planning permission. Contact your local planning office (should be under the local council name in the phone book). They are usually very helpful. Don't forget, just because you object won't necessarily stop permission being granted.
