Quick growing bush along fence

I have 4 dogs and my neighbor has 2 dogs. They love to run along our shared wooden fence and bark. It is so bad they have a ditch wore down in our yard along the fence. I want to line the fence with some sort of bush or plant to deter them from doing this. What kind of bush would be best to do this? It would have to be something that they won't want to dig up.

By the time anything has grown high enough your dogs will be but a fond memory. Build a high wall.
You could get some reasonably priced 4'-5' root-balled Laurel at this time of year. Planted well, 2' 6" apart, watered regularly and you will have a good hedge by the end of the year.
