Such noise is extremely difficult to reduce. Noise from the washing machine is imparted to the floorboards on which it is sitting � placing sound deadening material between the floorboards and your ceiling is likely to have minimal effect.
The cheapest option (likely to have the greatest effect for the money), is to place the washing machine on sound deadening material. I would recommend cork material (of the bathroom tile type), as thick as can be accommodated � you might be able to get away with a tile under each corner of the machine.
The alternative is to buy you neighbours a new machine. I recently replaced my aging washing machine; on fast spin, women standing within a metre of the machine, would orgasm un-controlably. Now my female visitors have to seek alternate sexual gratification - the new machine is whisper quiet, even on its fastest spin cycle.
