Dripping Kitchen Tap

In my kitchen I have a 'Swan Mixer Tap' with Porcelain lever handles and quarter turn valves. The tap drips constantly at the moment and I cannot seem to find where to fix the leak (probably just replace a washer). I have had the neck out and it seems that the cold tap still delivers water despite the valve being 'closed'. Is there any way to fix this problem...other than replacing the 'O' rings on the bottom of the neck?

I only ask because after removing the quarter turn valves all I am left with is the 'valve cog' (not sure if this is correct description) and no obvious way in! I'll take the whole tap down the local diy shop and get them to look at it I think.
