Could some clever person find a way of recycling wood shavings from stables etc. Perhaps as brickettes for bbq or even for house insulation walls. Maybe for chip board?

Apparently the price of shavings has rocketed over here because the companies who make brickettes are buying the shavings from the sawmills at a better price than the horse bedding guys which left us with a shortage last winter - i changed to straw but it was scarce too so thats when I changed to the alternative bedding. Chipboard or something would be ideal though, seems like such a waste if you can't use it in the fields.
I have seen bricklayers making bricks....it's a wooden gadget similar to the cardboard separation of a box of wine bottles. If you mixed the shavings with wax they would form brickettes; ideal for burning. Shaving mixed with solvent would make a waterproof brick for internal use.

That's easy if they're pure wood shavings but they're contaminated after use so after you've expended all the energy collecting them you'd then have to spend a lot more plus chemicals to make something that is relatively low value.
Dues make a pretty decent mulch though and compost if you've got the patience to wait a few years.
Stable near us puts out a trailer with a sign offering it free and the local allotment people seem to take a fair bit of it
