No blooms on my hydrangia plant

I have a hydrangia plant in full sun that has been in the ground for the third year. I cut it way back the first year and lightly the second. It is growing well and is about 18 inches across with good green leaves, but no flowers. How many years does it take to bloom or do I need to feed it something. Thanks!
