I live in a block of flats and my upstairs neighbour has wooded flooring and it makes a right racket you can hear every step and when they play music it is unbeliveable, I know about building regulation Part E, but I'm sure there is something out there regarding the insulation between the floors, that people have to put in if they live in flats. Can anyone help as to where I can find this information.

are the flats leasehold? if so, there will probably be a clause in the lease

Its quite obvious your upstairs neighbor did not give a figleaf about your enviorment, these selfiish people should be hung drawn and quartered.
