Options for new driveway?

I was thinking about changing my gravel driveway to something a bit more solid, because I'm fed up with the neighbours cats using it as a litter tray. I know that there's been some new government legislation to do with having to get planning permission for block paving, so does anybody know what kinds of driveway I can get that don't involve planning permission?

there has been talk of permission being required because of the amount of green stuff (ie lawns ) being replaced by concrete/bricks.
There was a program (the planners are comiing ) on TV a few monthe ago where a local council put an enforcement notice on a house to return there drive to grass as it wasnt in keeping with the rest of the road in the end the council ripped up the block paving laid turf and charged the householder for the work.
Being as your drive is already gravel i wouldnt of thought it would be a problem.
