Do I need planning?

I live in a row of terraced houses that sit approx 2 metres higher that pavement level.

We have a retaining wall at the boundary, approx 2m from the front of the house but want to move that back to the front of the house so we can have an area in front of the house that is level with the pavment.

This will be handy to store bins/bikes and we'll be able to look out of the bay window without see 2 wheelie bins.

Will this require planning? I have asked the council but they take 28 days to answer.

It does not normally need Planning Consent.
But if you are excavating that close and that deep near your property this will need Building Regulations approval with a properly designed and constructed retaining wall. Otherwise a section of your house may fall forwards.
