We have a nice little patio pear tree which is into its 3rd year.It really needs a larger pot. Is it safe to repot just as the leaves are beginning to burge or leave until the Autumn. ?

You can do it now coz it will be much like planting a container grown plant and those you can replant any time.Make a point, whilst it settles in to keep it moist.
