can I tile over old tile cement

Having removed the wall tiles , there is a lot of tile cement on the walls , will I be able to tile over this as it seems it would be hard to remove.

Well, I'm not a professional tiler, but have tiled a bathroom & kitchen worktop, and personally, I have removed old cement because I don't think you would get the tiles to lay flat...you really need a smoothish base.!!! Hack away...
Hi Hawke, I discovered by accident (!) that a wallpaper steamer softens tile cement and you can scrape it off quite easily.
