In the UK, is it a legal requirement for stores (Tesco, Currys etc) to supply electrical goods (in this case a freezer) with a standard, UK plug already fitted?

Yes, electrical goods (such as freezers etc), sold in the UK must be fitted with a UK mains plug excluded from this requirement are items such as cookers, showers etc which are to be hard-wired.
