I have two climbing passion flowers that bloom late summer/Autumn. I'm told that they should be cut back as only new seasons growth produces flowers. What time of year should I prune and how close to the ground?

Prune them in the spring. Generally it's better not to cut them back very hard but you can cut one or two stems back to a foot or two to stimulate new growth lower down
I agree with Drewhound. They bloom in new wood. This site might help to explain why and what to do with them as they grow. http://faq.gardenweb.com/faq/lists/passiflora/20030426050033 80.html
