I have two walls that have been artexd, i would like them flat, i have been told to use polybond, carlite bonding, and board finish, will this work.?

Whatever you use, cover the Artex, don't try to scrape it off.  It contains asbestos.

Pre-1975 Artex contains asbestos.  This stuff is supposed to be good but costs quite a bit

If you've got a couple of walls to tackle it would probably be just as cheap (and a lot easier!) to pay a plasterer to do it.

You can hire a hand held  artex remover(like paper remover machine) from any tool hire shop and it it not too difficult to remove.
