Rust in Bath Tap Water

My son moved into a flat last January and since then has complained to his landlord (a GP) about rusty water coming from his tap in the kitchen and bathroom, but because it clears after about 30seconds the landlord won`t do anything about it. Is there anything that can be done to clear the problem or does he just have to put up with it? He will only drink bottled water now.
