water meter

My water meter is in next door's front garden, under a hedge and almost buried. This makes it virtually impossible for me to read. My last few bills have been estimated but I feel should be much lower. Can I insist that United Utilities move it?

They simply won't entertain the considerable cost of digging it up and re-siting it.
