I want to increase the size of my kitchen by moving a doorway, thus reducing the size of the hallway.

This would result in the side of the enclosed staircase complete with understair cupboard [containing the mains power box] becoming part of the new-styled kitchen.

Are there any regulations or safety factors to be taken into account before this is done?

If the query is about the electric meter, then it should be enclosed in a cupboard. There should be no visible wires. Can't comment on the hallway/door.
