Problems with external brickwork

The external bricks below the damproof membrane on my house are 'delaminating' (the bricks have a textured finish which is hard to drill through but the core of the bricks seems fairly soft). The damage is most noticeable on the side of the house which is most exposed to the weather. Is there anything I can do? I suspect any 'sealing' would only protect against future damage and I would really like to restore the brickwork to a less scabby appearance. Any advice would be appreciated.

It's an easy job to cut them out and replace them Peri. The trouble is, it's a long and laborius job to go right around the house.
