Ive installed a new radiator in my bathroom. After noticing the pressure had gone down I then tried to top up the water pressure in the system to 1 bar. My problem is that the pressure doesnt want to rise with the tap fully open. What is going on?

sounds like you have an air lock or the valve on the new rad is closed. get someone to help you by opening the bleeder valve on the rad whilst you try and up the pressure
