Wheelie bin etiquette!

Some if not most of you will think it silly, but I am getting fed up with my neighbour sticking their rubbish in my wheelie bin after it it put out on collection day,
There are only two of them in their house, but they fill their wheelie bin and then dump the rest in our, already full bin.
As I leave for work, their bin is in the way of my car, overflowing with rubbish and what they can't get in theirs is in mine.
Perhaps I wouldn't mind so much if they were actually vaguely friendly?

Boo, I just wish they would a) ask and b) not leave it in ours so that we can't shut the lid and then ours won't be taken. I guess it is consideration for neighbours?!
They have now taken their empty wheelie bin in and left the bag on the side of the road - they have 5 cats, no doubt one or all of them will have a good nosey inside!

We often pop last minute bags into our bin before the bin men arrive. I'd be very brassed off if I found out that other people had filled the bin and there was no room for my own rubbish. Can't you put a sign on the top of your bin that says 'please put your rubbish in your own bin, do not use mine'. What a cheek.
you could try asking you Council / Local Authority if they could provide you with a lockable bin.
Some Local auths do provide them.
As for overflowing bins-is it recycling (dry) waste. If it is they could ask for another recycling bin as they clearly do not have enough capacity in their bin.
If it is general waste they should receive some edution literature from the recycling officer at the council-ie are there enough occupants in the property to qulify for another bin
Also-have a word with the anti social behaviour officer-also at your local council.
-about you car being blocked.
If it is on private prop they prob wont be able to do anything about it but if it on public highway they could.
