How do i get double yellow lines put outside my property to stop people blocking me in. Also people have actually in the past parked on my driveway without consent will the police come out and give them a parking ticket when it is on private property?

The law was changed a few years ago, before that it was as rowanwitch says and only against the law to block someone in so that they can't leave the property. As for the other I don't think you can get double yellow lines put outside your property.
Preventing access to the highway from your drive is classed as obstruction and as such it is an offense, and should be a police matter. Alas, the law says nothing about blocking your driveway from the highway, so you're on your own there.
If people park on your drive, maybe you could put up a deterrent sign, like, ''Wheel clamping in operation''!

You don't want double yellow lines, you want one of those white bone-shaped lines painted across the road along your drive opening to show that it's an access way. Have you already got dropped kerbs? You apply to the council for the white marking and you have to pay for it - I did it about 15 years ago and it was about £50 then.
