Why does steam come out of the pavments in New York, does anyone know?

Its not steam. Its hot air from the sewers condensing in the cold air above ground, similar to seeing your own breath on a cold day.
It is steam - many of the buildings in NY are on a grid of high pressure steam pipes, used to power the heating systems.
There are over-pressure vents in the sewers, and the lines do occasionally leak
