Hornby Trains

Hi, my lad has a hornby rail layout in DCC.The controller is hornby R8213,it does everthing ok,except it won't move the train.I have tested that it is providing power to the track,any ideas?

Has the loco got a decoder in it? Having said that, most DCC systems will work as am 'ordinary' transformer for one loco. Not familiar with the Hornby model...has it got a 'non DCC train' button you've got to press or something?
